BENNINGTON TOWNSHIP
Regular Board Meeting

May 2, 2016

The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on May 2, 2016, 7:00pm at the Township Hall.

Present: Jim Forsythe, Cindy Garber, Lee Ash, Nancy Zdunic, Donna Ash.

Forsythe moved to approve the agenda as printed. Seconded by Zdunic. Motion carried.

Forsythe  moved to approve the minutes for the April 4, 2016 regular board meeting a printed. Seconded by L. Ash. All board members in favor. Motion carried.

Forsythe moved to approve the Treasurer’s report as presented. Seconded by Garber. All board members in favor. Motion carried.

L. Ash moved to pay bills as presented in the amount of $23,065.45. Seconded by Forsythe. All board members in favor. Motion carried.

Public Comment:

Ed Franks – Request to be on the agenda for the next meeting regarding a Dry Hydrant and a Township Water Well.

Jeff Bartz – County Comm Update.

Justin Horvath – SEDP Update.

Lauri Braid – County Clerk Update. Candidate for County Clerk

Board Reports:

Library – Humphrey – April minutes on file.

Plan Comm – D. Ash- Home Occupation Permit approval. Forsythe moved to concur with the Township Planning Commission and approve a Home Occupation Permit by Edward French, of 6453 South Delaney Rd., Owosso, MI 48867, for use of home for Office for Class W. Automotive Wholesaler Business. This conforms to Specific Standards found under Article 5, Section 5.3.2.A.  Seconded by Zdunic. All board members in favor. Motion carried.

Roads – L. Ash – Update. Obtain a bid to trim trees on Morrice Road.

Web Page – Forsythe- Update.

Unfinished Business:

Operating Millage – Attorney Lynn Bowne opinion is that the Township will not need to place the Township Operating Millage Proposal on the August ballot as the County Operating Millage includes language that encompasses the Township.  L. Ash moved to rescind the Operating Millage Resolution from the February 2, 2016 regular board meeting. Seconded by Forsythe. All board members in favor. Motion carried.

Consumers Energy – Forsythe moved to adopt the Consumers Energy Resolution to enter into a contract with Consumers Energy Company for furnishing lighting service and authorize the Supervisor and the Clerk to execute the contract on the behalf of the Township. Seconded by L. Ash. All board members in favor. Motion carried. (Complete wording of resolution and contract are available at the Township Hall.)

New Business:

Library Board Member - The term for the current library board member, Ed Humphrey, will expire June 2016. Mr. Humphrey is not eligible for an additional term. A new member will need to be appointed.

Great Lakes National Cemetery- L. Ash moved to allow for the purchase of a wreath to placed at the Great Lakes National Cemetery during the Memorial Day Ceremony at a cost not to exceed $100.00. Second by Garber.  All board members in favor. Motion carried.

Flag Pole – Hold for additional bids.

Forsythe moved to adjourn. Seconded by L. Ash. Motion carried.
